The following basic facts still exist in China's rural areas today: after 40 years of rural reforms, although China's rural areas have made considerable progress, they have not developed synchronously as the country as a whole or the urban area, and have not produced earth-shaking changes consistent with the progress of the Republic of China. On the contrary, the gap between the development of rural areas and the country as a whole and urban is widening, and the gap between urban and rural areas is getting deeper and deeper. In addition, the high-quality resources and reform dividends in the development of China's modernization and urbanization have not only failed to nurture the rural areas as expected, but have caused various resources in the rural areas to be siphoned out, leading to unprecedented hollowing and marginalization of China's rural areas. Objective data and uncontroversial facts have proved that China's rural reforms and the traditional governance model for agriculture, rural areas and rural residents have reached a dead end in recent years, and there have been major deviations in some aspects, affecting the overall development of rural areas. We can no longer continue to ossify in old reform and governance which have been proven in practice not to bring fundamental changes to China's rural areas. To break through the predicament of low-quality rural development in the past few decades, to truly realize the high-quality and effective rural modernization of the rural revitalization strategy, and to double the income of rural resident, a new round of rural reform must be restarted.
