The basic characteristics of high-quality development and high-speed development are different in three aspects: one-dimensional and multi-dimensional evaluation standards, shortage and surplus of historical background, plan and market for realization means. The current deviation and rectification in China's economic operation mainly include deviation between real estate and the real economy, between finance and the real economy, and within the real economy. In addition, the transition from commodity shortage to asset shortage is an important feature of the new era. In the face of major structural deviation in the economic system, the top priority is to resolutely defeat the three critical battles of preventing financial risks, implementing targeted poverty alleviation, and preventing and controlling environmental pollution. We must do a good job in cutting ineffective supply, fostering new growth drivers, and reducing costs of the supply-side structural reforms. Among them, we must give full play to the leading role of the market-based allocation of the factors of production. Specifically, firstly, the financing function and wealth appreciation function of the capital market shall be symmetrically reformed; secondly, the real estate market should weaken the investment function; thirdly, in the process of rising capital market activity, we should encourage listed companies to merge and acquire through policies in order to resolve excess capacity, increase corporate concentration, and improve their price control capabilities; fourthly, the financial market shall support technological innovation and industrial innovation; fifthly, we should break the monopoly of the factor market and reduce the factor costs of enterprise through competition.
