In the new era, new think tanks with Chinese characteristics shoulder the important mission of promoting the modernization of national governance system and governance capacity. Think tanks have two core functions: one is to provide important support for the Party and the government's decision-making with scientific, comprehensive and forward-looking researches, that is, "consulting administration"; the other is to spread the research results to the society in a professional and rational way to shape and guide the public's cognition, that is, "enlightening people". New think tanks with Chinese characteristics should create a "Three in One" mode of knowledge production. "Three" refers to three subjects: multiple and extensive intelligence subject set, complete and effective rule system, and professional and efficient operation team. These three are inseparable, organic integrated and collaborative operated, so as to provide strong intellectual support for think tanks to analyze and evaluate practical problems. First of all, diverse and extensive intellectual subjects are the foundation, which constitutes the "hard conditions" of the think tank knowledge production system; second, a complete and effective rule system is the guarantee, which is the "soft environment" of the think tank knowledge production system; finally, a professional and efficient operation team is the support, which is the "executive power" of the knowledge production system of think tanks.
