With the increasing proportion of the service sector in China's national economy, it is increasingly important to study and improve the total-factor energy efficiency of China's service sector for energy conservation and emission reduction. The panel data samples of 28 provinces in China from 2003 to 2014 were selected and DEA method was used to calculate the total-factor energy efficiency of China's service industry. It was found that the total-factor energy efficiency of China's service industry showed a downward trend on the whole, and there were regional differences in the eastern and central regions. In addition, there is absolute convergence in China's service industry’s total-factor energy efficiency. Further research shows that the total-factor energy efficiency in China's service sector has an inverted U-shaped relationship with the degree of opening-up, and a negative relationship with the degree of nationalization in the service sector. The development of the service industry and the optimization of its energy consumption structure are also significantly positively correlated with the total-factor energy efficiency of the service industry. To improve the total-factor energy efficiency of the service industry, the government should reduce the intervention in the service industry and improve the marketization degree of the service industry. We should enlarge the opening-up in a selective and subregional way; We should accelerate the development of producer service and improve the energy consumption structure.
