High-quality development and high-speed development are fundamentally different in incentive structures. The former needs an institutional structure that conforms to the five development concepts, while the latter only needs the stimulation of factors and the continuous expansion of investment scale. As an economically developed region, Jiangsu has entered the stage of high-quality development and needs to solve two important problems. First, how to strengthen the government-level system innovation and system supply capabilities, integrate the five development concepts and their important new ideas, new methods, new laws and regulations, new policies and new work carriers, etc., with the original institutional system, policy system and work system that drive the high-speed economy to achieve a new combination of high-quality development. The second is to implement a strategy of focusing on enriching the people and do everything possible to create opportunities to encourage people to start businesses and innovations, invest more productive efforts, vigorously develop the local private economy, and truly solve the problem of low-quality development that has plagued Jiangsu's economy for a long time.
