Facing the changes of the new global economic pattern and development stage, some deep-seated problems and contradictions existing in China's original method of attracting foreign investment have gradually become prominent. The industrial development is facing challenges: the risks of "economy without solid internal foundation" appear, "double attack" challenges are severe, "independent and controllable" modern industrial system has a long way to go, and the external environment for the utilization of foreign investment is no longer loose.The above dilemma is mainly due to the inherent defects of the original investment strategy, the inherent deficiency of the initial factor endowment advantage, and the limitations of the economic development stage. In order to solve the dilemma above, it is necessary to realize the transformation in six aspects: firstly, the transformation of investment policies from preferential policies to competition policies; secondly, the transformation from the use of primary factors to the cultivation of advanced factors; thirdly, the transformation from the transfer of the local market to the opening-up of the local market; fourthly, the transformation from traditional imitation innovation to open independent innovation; fifthly, the transformation of market access from industry shareholding restrictions to full openness; sixthly, the transformation of multinational corporate identity recognition from internal and external differences to a symbiotic coexistence model.
