General Secretary Xi Jinping stressed that core technologies with independent intellectual property rights are the "lives" of enterprises. Enterprises must constantly make breakthroughs in core technologies, master more core technologies with independent intellectual property rights, and control the leading rights of industrial development. This important instruction is particularly significant to the development of China's strategic emerging industries. The development of China's strategic emerging industries has made some achievements, but the "ZTE incident" highlights its weak control force and industrial security is difficult to be guaranteed. At present, the main reason why China’s strategic emerging industries have weak control force and low security degree lies in that the core links and core technologies of the industrial chain are controlled by multinational corporations in developed countries. The selection of key links of the industrial chain should follow certain principles, which should not only give play to comparative advantages, and cultivate dynamic comparative advantages, but also form high industrial barriers, so as to achieve the purpose of enhancing industrial control force and safety degree through forming market power. We should concentrate government and social resources to tackle core technologies and core fields, and formulate and implement strategies to strengthen the control and security of strategic emerging industries.
