The economic characteristics of a big country determine that China cannot avoid the development of energy and heavy chemical industry at this stage.2. Energy and heavy chemical industry does not naturally equal to the traditional extensive way of development, also does not mean that it is necessarily a synonym for pollution haven.3. the petrochemical industry is a typical representative of the energy and heavy chemical industry, but the two can not be equated, the heavy chemical industry is not simply equal to the petrochemical industry.Four practical problems restricting the environmental protection work in the Yangtze River Economic Belt:First, the growth-oriented economic system and the functions of local government during the transition period.Second, the tendency of industrial layout based on cost consideration.Third, the reality that the ecological compensation mechanism is not perfect.Fourth, the fiscal decentralization system between the central and local governments.Five suggestions on adjusting the heavy chemical industry in the Yangtze River Economic Belt:1. Firmly implement the development strategy for a new type of industrialization2. We should comprehensively understand, utilize and give full play to the functions of the Yangtze River Economic Belt.3. It is suggested to set up a national eco-environmental protection agency for the Yangtze River, so that management and supervision can be carried out according to the same standards. Environmental protection issues should not be left to local governments to make decisions on their own.4. Establish a market-based trading compensation mechanism.5. Start the implementation strategy of moderate transfer of energy and heavy chemical industry along the river to the coast as soon as possible.
