At present, attracting high-end international talents is a major strategy implemented by the Chinese government. Firstly, based on the bilateral data between OECD countries and other countries (or regions), this paper empirically analyzes the factors of host countries and countries of origin that attract high-end international talents (management talents and expert talents). On this basis, we further use the inflow data of 258 pairs of bilateral scientists between countries (or regions), and empirically analyzes the factors of host countries and countries of origin that attract international scientists to flow in. The results show that the increase of the host country's emphasis on higher education can significantly promote the inflow of high-end international talents. The two-way migration stock between host countries and countries of origin helps host countries to attract high-end international talents. The increase in the import and export scale of the service trade between the host country and the country of origin, especially the knowledge-intensive high-tech service trade, can significantly improve the host country's attraction to high-end international talents, and the increase in the import of goods trade of the host country also has a positive impact on the inflow of high-end international talents. Further research shows that in order to attract more international scientists, the host country should pay more attention to the investment in infrastructure and equipment of higher education, as well as the investment in teaching materials and teaching services. Blindly increasing staff salary has no positive influence on attracting international scientists. Our conclusion has policy guiding significance for the international talent introduction strategy which is implemented in China currently.
