The five standards for the Yangtze River Economic Belt to lead China’s high-quality development are presented as follows: more reparation and protection for the ecologic environment and attractive sceneries, higher integrated transportation system and more advanced transporting facilities, more coordinated and well-bridged gaps between different reaches of the River, a more unified, open, competitive and orderly market system and efficient allocation of resources, and a more scientific and reasonable design for the mechanism and ever-growing high-quality development in the one axis, two wings, three poles and multiple points of the Yangtze River Economic Belt. Three principal issues to be solved for the high-quality development of the Yangtze River Economic Belt are as follows. Firstly, we should re-orient the functions of “government-dominated” mode and determine its contents from a new perspective. Secondly, we should put emphasis on the transformation from “market-insensitive” mode to “market-dominating” mode, and let the market become the decisive mechanism of resource allocation. Thirdly, based on the realization of “market-dominating” mode, we should regard “government-dominating” mode as the effective subject in public fields, and develop the government into a powerful supporter of public products.
