Strengthening the development of new-type think tanks with Chinese characteristics is of great significance for us to support the scientific, democratic and law-based decision-making of the Party and government, promote the modernization of China’s governance system and capacity, and enhance the country's soft power. However, compared with the requirements of the new era, there are still many problems in China’s construction of think tanks, such as the lack of high-quality think tanks and achievements, relatively backward organization and management methods, and insufficient scientific resource allocation.Compared with traditional research and consulting institutions, new-type think tanks should not only do research well, but also make the research results more timely, forward-looking and transmissible. Think tank research is a "research chain" including topic selection, research, analysis, writing, and achievement transformation. It is difficult to be successfully completed by researchers alone, therefore, it requires to fully integrate the forces of the government, scholars, media and social organizations to form high-quality think tank achievements with strong applicability and wide dissemination and give full play to the functions of think tanks.Therefore, the new-type think tanks with Chinese characteristics should not only strengthen the construction of "research power", such as improving research level and setting up high-level research teams, but also pay attention to the construction of operational power in the aspects of building platforms, expanding communication channels and planning activities, so as to support the research of think tanks with strong operational power and empower the new think tanks.
