In general secretary Xi Jinping’s speech at the 40th anniversary session of the reform and opening up, he summed up the experience of reform and opening up, one of which is that we must maintain the worldview and methodology of dialectical and historical materialism to strike a balance between reform, development and stability. And we should improve our capacity for strategic, innovative and dialectical thinking, bear in mind the rule of law and our principles, strengthen macro-thinking and top-level planning, adhere to the problem-oriented approach, and focus on the prominent contradictions and problems in China’s development. This is the scientific methodology that needs to be mastered at the present stage of deepening the reform in an all-round way. According to this methodology, in the process of deepening the reform of the economic system, we must adhere to strengthen the Party’s leadership and respect people's pioneering spirit. As we “cross the river by feeling the stones”, we have strengthened top-level planning. We should stick to the combination of problem-oriented approach and goal-oriented approach, try to encourage bold trials and experiments, insist on seeking truth from facts, and stay active and stable. We should insisit on our direction, road and intensity, so as to ensure steady implementation of the reform and opening up.
