Zhang Erzhen & Dai Xiang: The Construction of an Open World Economy: Theoretical Connotation, Leading Concept and Implementation Paths

The formation and development of the world economy is a process from closing to opening, and thus essentially an open economy. In recent years, the trend of “anti-globalization”, unilateralism, trade protectionism, and bullying have occurred in the developed countries such as the United States, which have been the promoter of economic globalization. Developing economies, especially China, have become the drivers of globalization. Xi Jinping has repeatedly stressed and called for "constructing an open world economy" on many important international occasions, and has received wide response and approval from the international community. The “openness” that is particularly prominent and emphasized in the construction of an open world economy cannot be seen merely as a simple advocacy and appeal to cope with the dilemma of the current world economic development. In fact, it is based on the deepening of contemporary new features of economic globalization. Cognition, as well as theoretical summaries and innovation and developments made in the accurate judgment of the development trend of economic globalization, have expanded the new realm of Marxist political economy on the world economic theory. To build an open world economy in the new era, we must break through the limitations of traditional ideas and thinking modes, adhere to the advanced concept of " community of human destiny ", and stick to regard openness as the orientation, innovation as the guide, inclusiveness as the core, win-win as the goal, multilateralism as the guarantee, mutual negotiation, co-construction and sharing as the principal. In this way, we can conform to the historical development trend and promote the sustainable development of the world economy toward the fair, impartial, inclusive and win-win direction.
