From the perspective of financial market, the financing difficulties are caused by the unbalanced and inadequate development of the capital market and the monotonous financing channels in the formal financial market, which are not suitable for the diversified corporate credit characteristics. Therefore, the key to alleviating the financing difficulties of private and small and micro enterprises is to promote the reform of the financial system and mechanism, and bring low credit subjects such as private and small and micro enterprises into the coverage of the formal financial system through the top-level design.To alleviate the financing difficulties of private enterprises, we need to build four systems: accelerate the construction of multi-level and diversified capital market, and build a diversified financing system; promote the reform of financing guarantee system and reconstruct the high-efficiency policy-based financing guarantee system; support the development of specialized financial intermediaries and improve the open credit investigation system; carry out the idea of marketization and allocate a healthy financial ecological system.
