In the face of profound changes of the domestic and international environment, we should continue to promote the opening-up based on flows of goods and factors. And at the same time, we need to pay more attention to the opening-up based on rules and related institutions, so as to achieve a new round of high-level opening-up. It is of great necessity to realize above transformation, which is mainly reflected in three aspects. Firstly, it is an inevitable choice to adapt to the new situation of economic globalization. In order to adapt to the new situation, grasp the new characteristics, and the practical need of serving the high-level opening-up, we must pay more attention to the opening up based on rules and related institutions.
