Under the background that China's economy has entered into a new stage of high-quality development, it is not only a realistic challenge, but also an innovation and exploration of the development path, in order to better give full play to the advantages of strong county economy and good park economy in Jiangsu Province, enhance the overall competitiveness of regional economy, and promote the high-quality development to the forefront of the country.The development of provincial economy is a systematic project, which operates under the influence of many factors such as industries, resources, demands, enterprises, science and technology, government, environment and so on. From the perspective of system theory, the relationship between county economy and provincial economy equals to the relationship between subsystems and systems, and the relationship between being included and including. Subsystems often interact with each other and restrict each other. Therefore, the advantages of subsystems cannot produce the whole system’s advantages in the process of system coupling. The main reasons are as follows. 1. The regional independent innovation ability is not strong, the industrial layout is similar, and the characteristic industries are not prominent enough.2. The radiation effect of central cities is weak, the distribution of development resources is scattered, and the agglomeration and overall planning are not enough.3.
