Abstract: This paper demonstrates strategic significance, practical value, and realization path of forming a new pattern of comprehensive opening to build a modernized economic system in the new era. To build a modernized economic system, we should deeply integrate into the global economy division of labor by forming a new pattern of comprehensive opening, so as to obtain global resources, technology, and knowledge. In this way, we can master the key technologies and tips related to the country’s core competitiveness by ourself. Promoting the formation of a strong domestic market, and reconstructing an independent and controllable global value chain by our domestic demand are the realistic conditions of pushing forward a new round of new industrialization. The core of the asymmetric and imbalanced problems in China’s opening up to the outside world lies in the lack of internal opening-up, which is the short of domestic reform in the final analysis. It is a strategic choice for the key reform measures to shift from industrial policy-orientation to high-level opening based on the competition policy.
