To optimize the business environment of private enterprises, in the short term, we should tilt policies toward private enterprises, and gradually weaken or even abolish the old method of managing enterprises according to ownership and enterprise size. In the medium and long term, it is necessary to strengthen the basic conditions for the transformation from unbalanced development to equal competition, protect the rights of individuals to survive and develop, and fully respect individual property rights; establish the basic status of competition policies, implement a review system for fair competition, and resolutely oppose various monopolies behaviors, especially administrative monopolies. What's more, commercial banks should not become a lawless place of anti-monopoly, but should provide a legal environment for the revitalization of the real economy through antimonopoly.
