Hong Yinxing believes that the national needs of the Yangtze River Delta regional integration as a national strategy include: highlighting advantages to form a demonstration zone for a coordinated and linked regional development system; establishing a national scientific and technological innovation center to create a world-class advanced manufacturing cluster; becoming a pioneer area for opening-up and the Asia-Pacific gateway of global resource allocation; building a world-class urban agglomeration with global competitiveness; and becoming a recent growth point for stabilizing the growth. Regarding the connection between the center and the outer-ring, firstly, in the process of advancing integration, the key to becoming a strong center lies in expanding and developing the core area of the Yangtze River Delta, which can be achieved by siphoning outer-ring development factors and expanding the center; secondly, the outer-ring must take advantage of national strategic opportunities, exert comparative advantages, and improve the development level. The conditions for the eight cities along the Yangtze River in Jiangsu to enter the core area of the Yangtze River Delta include the similar level of economic development, internationalization, transportation, and industry. In addition, Jiangsu's rich scientific and educational resources, strong scientific and technological innovation capabilities and sufficient space for industrialization of scientific and technological achievements also provide the conditions for docking with Shanghai. In order to comply with the national strategy of transformation and upgrading along the Yangtze River, Jiangsu can start from four aspects: ecological construction, urban agglomeration construction, scientific and technological corridor construction and industrial upgrading. What's more, in order to realize the integration of Yangtze River Delta, Jiangsu should achieve urban Integration with Shanghai and open up the industrialization channels for scientific and technological achievements.
