On April 13, at the high-end forum on integrated development of the Yangtze River Delta and the founding ceremony of the "Yangtze River Delta and Yangtze River Economic Belt Development Research Institute", Liu Zhibiao stated that currently, the core goal of the Yangtze River Delta integrated development demonstration zone is to build a world-influential science and technology innovation center, and the "three tasks" assigned by the central government to Shanghai in early November last year are closely related to this. The basic orientation of the construction of the Yangtze River Delta integrated development demonstration zone is "domestic opening-up". Shanghai's previous lack of domestic opening-up was mainly due to three reasons: firstly, Shanghai was in lack of a systematic and institutionalized opening system and platform support; secondly, Shanghai lacked a carrier facing the Yangtze River Delta region and the Yangtze River Basin; thirdly, the construction of the four centers previously stressed was oriented towards opening-up at abroad. As for domestic opening-up, on the one hand, we must cultivate and expand the domestic private economy to participate in international competition; on the other hand, it is necessary to take advantage of China's domestic demand to attract the world's most advanced production factors, especially scientific and technological talents, to come to China for innovation. Therefore, the key to the integrated development of the Yangtze River Delta is to open up mutually on the basis of market economy, thereby promoting the free flow of production factors.
