The two top priorities for high-quality integration in the Yangtze River Delta are: firstly, all regions in the Yangtze River Delta should start the review system of rules and regulations, and policy documents issued by different localities in the past as soon as possible; secondly, take the principle of "competitive neutrality" as criterion, adopt the equal treatment policy towards enterprises of different industries, sizes and ownerships to create a market environment for equal competition. At the end of 2018, the central government upgraded the integrated development of the Yangtze River Delta to a national strategy. In order to truly achieve high-quality integrated development in the Yangtze River Delta region, we need to grasp the following contents: administrative mergers cannot fundamentally solve the problem of "integration"; comprehensive market competition is the micro-foundation of integration; stick to both decentralization and integration, opening up the market and regulating competition; use "competitive neutrality" as the criterion to clean up existing rules and regulations.
