Since the 19th National Congress of the Communist Party of China formally made "establishing a sound urban-rural integration development institutional mechanism and policy system" an important part of the national strategy for rural revitalization, the promotion and innovation in this area has not made great achievements. Rural modernization in terms of "hardware" may bring development space for China to be a modernized developed country, while the connotation of modernization and a comprehensive well-off society also includes a large amount of "software" construction, which requires huge investment from the government and society. For example, when it comes to social security, health care, basic education, culture and sports, China's investment in rural areas is far lower than that in cities. If China can vigorously promote and implement rural modernization in the next 15 years, it will at least provide a huge market of more than 200 trillion yuan for future development. This is a historical opportunity that cannot be ignored and the best development path for China, which is eager to reactivate the sluggish economic growth with development and innovation, and fight against the "negative energy of trade recession" brought by Sino-US trade war. What's more, it is also the biggest confidence that can not be controlled by others. Therefore, the government needs to break through all kinds of thresholds set under the policies and regulations of the urban-rural dual system, so that the capital, technology, talents and various market factors representing China's advanced productivity can shoulder the heavy burden of building China's rural modernization under the drive and inducement of the market.
