Wang Sitong: Economic Census, a Tough Nut to Crack

From the perspective of the reform of China's periodic census system, assuming 10-year as a cycle, there were six censuses before the reform, and only four after the reform. It seems that the number and frequency of censuses have been reduced, but the difficulty is significantly greater than before, which lies in the economic census. First of all, it has changed from a simple industrial census to a giant which has been added with the construction industry census, the tertiary industry census, as well as the basic unit census. Secondly, in the past 40 years of reform and opening up, China's industrial structure and employment structure have undergone earth-shaking changes, which are characterized by the emerging secondary and tertiary industries and the surge in the total number of employed people. What's more, the employment population is relatively concentrated in the tertiary industry, which is weak in basic statistical work with various forms and a wide range. From 2003 till now, China's new periodic census system has gone through more than one round. Through practical tests, we have gained valuable experience and accumulated quite a few lessons. Therefore, we must summarize and reflect, and make some new adjustments to the current periodic census system, especially the economic census system, in accordance with the changes of the new era.
