In 2018, the integration of the Yangtze River Delta became a national strategy, indicating that China's regional economic development strategy has shifted from previous fragmented governance to coordinated governance. In the past development process, the integration of the Yangtze River Delta considered the whole Yangtze River Delta as a demonstration zone for the basic modernization of the whole country, and Shanghai was more of a leading role in external opening, which did not reflect its driving force in the Yangtze River Delta region's internal opening. The reasons for this phenomenon include the country's export-oriented globalization strategy and the imperfect system of internal opening. The Yangtze River Delta integration strategy turning into the national strategy has an important impact on the coordinated development among regions and the transformation of national governance pattern, which shows great significance of internal opening. At the same time, internal opening is also the key and basis for further determining the country's external opening. In recent years, China's economic development has achieved great success, but there still exist quite a few imbalances. To solve this problem, the most important thing is to increase the productivity at the production side, improve the efficiency of resource allocation, and enlarge the pie available for distribution. Therefore, the driving force of economic growth, and the stimulation and encouragement of private economy will directly determine the improvement of China's total factor productivity in the future.
