Jiangsu's economy is transforming from high-speed growth to high-quality development. In this new stage of development, promoting high-quality development of the "development zone" which serves as the main carrier of Jiangsu's external opening and economic development equals seizing the "bull nose" of transformational development. The essence and goal of the development zone's high-quality development is to realize the high-quality development based on innovation agglomeration instead of the high-speed growth achieved by industrial agglomeration in the past. Therefore, we must get rid of the current development concepts and understandings of development zones that have failed to keep pace with the times, clear the functional positioning of various zones, improve the institutional mechanism, strength innovation atmosphere, and rely on the promotion of structural reforms, especially the supply-side structural reform, to promote the high-quality development of Jiangsu development zone.
