With the escalation of the trade war launched by the United States against China, its conservatives and hardliners are pushing for the decoupling of China's economy, trade and science and technology, which is bound to have an impact on China's regional strategic layout. We believe that the Belt and Road Initiative should take more responsibilities in the future reform and opening-up. On this basis, we think that China should take the road of balanced opening-up through the Belt and Road Initiative.Firstly, as for the balance between opening to the domestic and abroad, we should gradually decontrol the network regulations, so as to create a favorable environment for the opening development of the Belt and Road Initiative. Secondly, as for the balance between south and north, it’s necessary to actively expand the trade market of the Belt and Road Initiative and promote the construction of free trade area. Thirdly, as for the balance of multi-agent participation, we need to give private enterprises more trust, in order to encourage and lead them to take part in the construction of the Belt and Road Initiative. Fourthly, as for the balance between hard and soft links, it’s of great importance to strengthen the "soft link" with countries involved in the Belt and Road Initiative and push forward the interconnection in all directions.
