The construction of the Yangtze River Delta Integrated Development Demonstration Area will help Shanghai to expand its opening to the Yangtze River Delta and the Yangtze River Economic Belt. In the past, the Yangtze River Delta, with Shanghai as its center, attached great importance to opening up externally but was seriously inadequate in opening up internally. This is not only related to China's export-oriented economic strategic orientation, but also to the decentralized development of the regional competition system and the development stage of the "center-periphery" relationship. In the future, opening up internally is the basis and prerequisite for further opening up externally. Factors such as the formation of a new competitive advantage in the world, the urgency of China’s economic transformation and upgrading, and the goal of building a world-influential science and innovation center, all determine that the integrated development demonstration area should be positioned as a global influential demonstration area, a technology and innovation center. Promoting the construction of the technological innovation function of the integrated development demonstration area requires effective cooperation between local governments at the institutional level, promoting the co-construction and sharing of infrastructure, as well as doing a good job in the top-level design of the demonstration area and the incentive mechanism for innovative integrated development.
