Jiangsu, Zhejiang, Anhui and Shanghai in the Yangtze River Delta are geographically adjacent and have similar customs. Also, their cultural tourism resources can complement each other and the cultural tourism industry cooperation has a broad foundation. The trend of integrated development of the cultural tourism industry has initially emerged. The subway and other rail vehicles are seamlessly connected to the cities’ cultural tourism network. The subway removes obstacles in the process of cultural tourism in cites and builds a complete city cultural tourism system. The Yangtze River Delta region is one of the regions with the most developed economy and the most complete rail transit system in China. The most prominent are the central and sub-central cities such as Shanghai, Nanjing, Hangzhou, and Hefei, which are the most important for constructing systematic and network-based subway cultural tourism. Although the Yangtze River Delta has made some breakthroughs in subway cultural tourism cooperation, there are still several problems. First, it is lack of top-level planning and design. Second, the cultural tourism content is too fragmented. Third, docking with other resources needs to be strengthened. In view of the existing problems, the following thoughts and suggestions are proposed. The first is to focus on promoting cooperation between regions. The second is to innovate the planning and construction of the management model. The third is to coordinate the development of above-ground facilities on subway platforms. The fourth is to comprehensively use multiple investment and financing models. The fifth is to improve the planning and design of facilities in the subway.
