The Third Plenary Session of the 18th CPC Central Committee proposed to "actively develop mixed ownership economy", and mixed ownership reform has once again become the focus and main direction of the reform of state-owned enterprises. However, there are still some obstacles in the actual process, even "lack of support" phenomenon. The essence of competitive neutrality is to maintain the equal participation of different types of micro subjects in market competition, avoid distortion and realize the survival of the fittest. It is the key to breaking through the dilemma of mixed ownership reform. At present, we must take competitive neutrality as the policy orientation, and further promote mixed ownership reform.At present, mixed ownership reform faces many problems. Public concerns about the implementation of mixed ownership reform are mainly reflected in four aspects: external business environment; loss of state-owned assets; staff resettlement; property rights protection.The basic ideas of promoting mixed ownership reform under the background of competitive neutrality are as follows:First of all, from the perspective of competitive neutrality, we should strengthen the theoretical interpretation of the content and significance of mixed ownership reform, so as to unify the understanding and enhance the reform force.Secondly, we should create a good competitive market environment. Two actions can be taken: on the one hand, we should formulate or improve relevant laws and regulations and guidelines with the connotation, direction and other aspects of competitive neutrality. On the other hand, the government should strengthen the implementation of competitive neutrality in the process of law enforcement or policy implementation.Finally, the principle of competitive neutrality runs through the whole process of mixed ownership reform of state-owned enterprises.The key measures to deepen mixed ownership reform are as follows:1. Further carry out the accurate and precise classification of state-owned enterprises2. Create the social culture of competitive neutrality3. Strictly and equally protect the property rights of different types of ownership4. Reform and innovate the supervision mode of state-owned capital
