There is always a phenomenon between think tank research and government decision-making in China, that is, when the government is faced with complex practical problems, especially in decision-making, it is difficult to obtain timely, professional and high-quality consulting services from think tanks, and the advisory function of think tanks has not been fully exerted. The key reason is that think tank research is out of touch with government decision-making, there is no in-depth interaction, and there is no cooperation and dependence.The so-called "intellectual and political interaction" is to effectively embed the research process of think tanks in all aspects of government decision-making. To establish a benign and effective system of "intellectual and political interaction" and give full play to the advisory function of new type of think tanks, we need to solve the following four problems1. define their respective positions.2. build trust relationship.3. build a cooperation mechanism.4. promote clear division of responsibilities.The government should actively provide various conveniences for think tank research; invite think tank experts to participate in various internal meetings or activities, and absorb their opinions and suggestions in a diversified and multi-channel way; actively organize think tank experts to participate in the guidance of public opinions, policy interpretation and public diplomacy campaign; finally, institutionalize measures to attract think tank experts to directly participate in government work to provide better consulting services for government decision-making.
