Jiang Jing: What Kind of System Promotes High-quality Entrepreneurship?

Entrepreneurship has become a global issue and it gradually attracts the attention of countries and regions all over the world. According to the report of Global Entrepreneurship Monitor in 2019, the proportion of entrepreneurial activity occurred around the world generally showed a trend of rising year by year, and the entrepreneurial energy of the strongest regions in the world are mainly concentrated in Latin America, the Caribbean and Africa region. The top five countries in the index of entrepreneurial activity are all developing countries. However, GEM reports that while the economy has remained stable, China has seen a gradual decline in early-stage entrepreneurial activities and mature entrepreneurial activities since 2018, which may be caused by the increased strength of China's large enterprises.We believe that the main obstacles to entrepreneurial behavior are uncertainty, namely market uncertainty and policy uncertainty. By comparing the behaviors of Chinese and foreign entrepreneurs, it is found that there is a big difference in the allocation of time and energy between them. Western entrepreneurs mainly spend their time and energy on dealing with market uncertainty and engaging in business innovation, while Chinese entrepreneurs spend more time and energy on dealing with policy uncertainty. To achieve high-quality economic development in China, maintaining the vitality of micro-enterprises is the key. This requires reducing the costs of start-up at the institutional level, improving entrepreneurs' enthusiasm and motivation for starting businesses, and providing stable support for entrepreneurial activities, especially high-quality entrepreneurial behaviors.
