Jin Zili: Difficulties and Policy Suggestions on Domestic Industrial Software Research and Development

The author of this paper has been engaged in the research and development of industrial software for many years, and it is extremely difficult to put through this. What we have encountered is the common problems of all domestic enterprises interested in the research and development of industrial software. This paper puts forward some suggestions for government departments, hoping to provide reference for policy makers.1.The problem of talents The scarcity of talents will inevitably lead to higher costs of salary. Therefore, I suggest that: for the talents of industrial software research and development, we should reduce the proportion of social security payment that enterprises are responsible for, and for the industrial software development enterprises that have been established for more than three years, we suggest that the government should provide social security subsidies, so as to reduce the early development costs of industrial software development enterprises.2. Financial issuesMy suggestion is to set up a national CAD / CAM / CAE software investment fund as soon as possible, just like chips. We should make a thorough investigation of the few domestic enterprises, promote the equity alliance through investment funds, or carry out industrial acquisition and integration through large industrial enterprise groups, so as to form an industrial software group with CAD, CAM and CAE software as the core.3. Intellectual property protection and illegal dumpingMy suggestion is: in addition to further cracking down on the use of piracy by enterprises and individuals, we should block piracy at the source, especially the websites that provide pirated downloads. Once they are reported, they should be forced to shut down.4. Research and development of industrial software in Colleges and UniversitiesNow the university scientific research team as the main body of industrial software R&D, there are many problems. The biggest problem of the software made by the efficient scientific research team is the degree of productization, and the research and development achievements lack continuity and unified style. My suggestion is to encourage colleges and universities to use domestic industrial software platform for science and technology projects5. The construction of ecosystem At present, small and medium-sized private enterprises are the main force to purchase domestic software, while large and medium-sized state-owned enterprises, foreign-funded enterprises and scientific research institutes are the main force to purchase foreign software. My suggestions are as follows: encourage large and medium-sized state-owned enterprises and scientific research institutions to use domestic industrial software, encourage those who use domestic software, and give preference to project declaration and tax preference.6. Tax policyAt present, most software enterprises enjoy the refund of value-added tax. The reduction of value-added tax rate by the state does not make the industrial software enterprises have the effect of tax reduction. There is room for tax reduction. My suggestion is to reduce the tax rate and individual income tax payable of social security enterprises in the early stage of enterprise research and development.In a word, I suggest that the state should give equal importance to the development of industrial software in aviation, aerospace, ordnance, chips and other industries, give full play to the advantages of the "new national system" and break the situation of industrial software being controlled by others.
