In recent years, Shanghai has done a lot of work in promoting supply-side structural reform and fostering new growth drivers. The economy has strong resilience and ample room for maneuver, and it is highly capable of coping with external risks and resisting short-term shocks. But, on the one hand, external shocks eventually be transmitted to Shanghai. On the other hand, as the forefront of reform and opening-up and the vanguard of promoting high-quality development, Shanghai should set an example and take greater responsibility of dealing with the complicated and changeable development environment and maintaining the healthy, stable and sustainable economic development. And it should turn challenges into opportunities and turn pressure into drivers. On the one hand, to establish the suffering consciousness, Shanghai should take a long-term perspective; On the other hand, we need to maintain strategic focus and take the lead in high-quality development by deepening reform and opening-up, and leading innovation. At present, efforts should be made to properly balance the following two aspects: correctly handle the relationship between "break" and "establishment", and foster new growth drivers; properly handle the relationship between speeding up our own development and serving the national strategy, and speed up the upgrading of urban energy level.
