Land policies are an important factor that leads to the existence of urban-rural dual structure and affects the integrated urban-rural development. According to the difference of the themes of policies and the focus of reform, the change of rural land policies in the central documents can be divided into three stages: "rural-oriented transform of dual system", "city-oriented transform of dual system " and "urban-rural integration". Although agriculture and rural areas have been developed to different degrees in different stages, the reform of rural land system in each stage can not be changed to support the essence of urban economic development, reflecting the asymmetric and mutually beneficial relationship between urban and rural areas. We should break away from the urban-rural dual structure and build a symmetrical reciprocal relationship between urban and rural areas. Under the premise of considering food security, the incentives of local government and adhering to the collective ownership of rural land, we should follow the general idea of "grasping both the reform of land use rights and property rights" and focusing on the reform of property rights. In order to realize the Pareto reform of transferring farmers to cities, transferring urban capital to the countryside, narrowing the gap between the rich and the poor, and ensuring the national food security, we should adjust and deepen the policy in the four aspects which are contracted land, homestead, group constructive land and land expropriation, so as to realize the real urban-rural integration.
