Jin Gang & Shen Kunrong: Economic Development of New China in the Past 70 Years: Evolution of the Acts of Government and Change of Growth Drivers

It has been 70 years since the founding of the People's Republic of China. During this period, China's economic growth has taken off miraculously amid twists and turns. And China's economic growth has gone through several important stages. In each stage, the evolution of the acts of government and the transformation of growth drivers are coupled to each other, which has jointly “woven” the ups and downs and prosperity of China's economic growth in the past century. Specifically, this paper divides China's economic growth over the past 70 years into four stages: 30 years after the founding of the People's Republic of China (1949-1978), from the reform and opening-up to the 18th CPC National Congress (1978-2012), between the 18th CPC National Congress and the fifth Plenary Session of the 18th CPC Central Committee (2012-2015), and after the fifth Plenary Session of the 18th CPC Central Committee (2015). Corresponding to different stages of economic development, the acts of government have evolved from government-dominant pattern → local governments compete against each other → government gives way to the market → government cooperate with the market. Accordingly, the evolution of the acts of government promotes the transformation of growth drivers from factor inputs to innovation. With the continuous optimization of growth drivers, China’s economy has gradually moved from the old extensive growth mode to the new normal of high-quality growth. Looking back over the past 70 years, China has embarked on a relay path of economic growth. The emergence of drawbacks in each stage of development promotes the evolution of the acts of government in the next stage, and constitutes an internal mechanism of the transformation of growth drivers and the release of growth potential.
