At present, the industrial development shows a new trend. We can attach importance to the understanding of the new laws of industrial development from the following seven aspects:Firstly, it is a general rule to promote the transformation and upgrading of strategic emerging industries, but we should pay attention to the core technologies and links that truly represent the industrial competitiveness. Secondly, the size and scale of industries needed to promote transformation and upgrading is a general rule, but local overcapacity must be noted. Thirdly, it is a general rule to enhance the competitiveness of export through transformation and upgrading, but we should pay attention to the distribution of benefits in the international value chain. Fourthly, industrial development in the form of agglomeration is a general rule for promoting transformation and upgrading, but pay attention to the disadvantages of multiple flowering and clustering rather than excellence;Fifthly, guiding the development of emerging industries with preferential government policies is a general rule universally implemented by all countries. However, it should be noted that the dependence of industries on government subsidies causes periodic fluctuations. Sixthly, it is a general rule to promote transformation and upgrading by gathering innovation factors. However, it should be noted that various regions excessively rely on preferential policies for "competition of attracting wisdom";Seventhly, "Introduction, digestion, absorption and re-innovation" is a general rule of industrial innovation in catch-up economies, but attention should be paid to the homogenized competition formed by imitative innovation
