In order to further study and implement the spirit of the Central Committee, Jiangsu Provincial Party Committee proposed to focus on building an independent and controllable modern industrial system in the future. This paper holds that the main purpose of emphasizing autonomy and control is to ensure the security of national economy, policy and national defense, but it must be based on promoting development. As a big manufacturing province with a strong industrial foundation, Jiangsu should firmly grasp the opportunities of multiple national strategies such as regional integration of the Yangtze River Delta, construction of the Yangtze River Economic Belt and "the Belt and Road Initiative". It should firmly grasp the "bull nose" cultivated by leading enterprises, and speed up the construction of an independent and controllable modern industrial system. Specifically, we can take the following measures: implement the "Cultivation of Leading Enterprises"; implement the "Upgrading of Industrial Clusters"; implement the "Integration of market".
