The construction of the system of new think tanks with Chinese characteristics is in full swing and has gradually become an important part of the modernization of China's national governance system and governance capacity. In depth, the quality of the research results of think tanks is closely related to the research mode of think tanks. For think tanks, "no-boundary research" can solve the problems existing in the single research mode to a certain extent and meet the requirements of timeliness, pragmatism, comprehensiveness and foresight of the research of think tanks.This paper holds that the connotation of no-boundary research means that the organizations, time, region and experts have no boundaries. In order to realize the boundaries of new think tanks, in addition to the use of modern information technology and Internet means, we also need to build a system for full support. The author summarizes it as "three foundations, two supports and one platform", which are as follows: the fundamentals of the database of intellectual resources; the fundamentals of the database of social information; the fundamentals of the database of application market; the support of professional operation team; flexible research platform.
