Recently, the Communist Party of China Central Committee and the State Council jointly issued the outline of the integrated regional development of the Yangtze River Delta. It is a programmatic document guiding the integrated development in the Yangtze River Delta currently and in the future. On the basis of the exploration over the past decade, it puts forward newer and higher requirements for the high-quality and integrated development of the Yangtze River Delta.Firstly, from the perspective of the strategic positioning, its goal changes from "development level" to "demonstration leading". Secondly, as for the development target, the construction of "growth pole" should be changed to "community". Thirdly, from the innovation path, we should make a transition from building “innovation network” to relying more on "division and cooperation".Fourth, in terms of coordination within the delta region, it requires to shift from thinking in a way of "development belt" to focusing more on "cross-border integration". Fifthly, from the view of the development system and mechanism, the construction of the common market with "combination of points and areas" should be transformed to a more regular and unified "institutional system".Sixthly, from the point of opening up to the outside world, we need to turn from upgrading the "capital highland" that attracts foreign capitals to a more comprehensive two-way "open highland".Seventhly, to talk about the layout of the national strategy in the Yangtze River Delta, it changes from a dynamic "development highland" to an "organic composition" that better reflects the national strategic layout.
