With the occurrence and development of the fourth industrial revolution and China's innovation-driven development strategy, Nanjing should make great efforts in enhancing the primacy degree of innovation and win the development initiative of innovative.The improvement of urban primacy degree has scale and agglomeration effects on the city’s development. It plays an exemplary and leading role to the cities near the primary city and in the surrounding areas, showing spillover and radiation functions.Improper promotion of population primacy degree will bring about negative effects such as "big city disease", so measures should be taken according to local conditions. As far as Nanjing is concerned, we should pay attention to four points to enhance the primacy degree.
