There is a new power source for China's high-quality development, which is the regional spatial distribution.8. There is a mode transformation in the new economic globalization.There are two basic ways to activate potentials:1. We should be good at breaking down the mechanism’s obstacles which we face in the development through the reform. Activating the dormant development potential basically lies in how to let the market play the decisive role in allocating resources and let the government play its role better.2. We should fully mobilize the enthusiasm of all kinds of market entities, making them fight bravely in the front line of the scientific and technological innovation field, as well as the domestic and international market competition. It involves two aspects. One is that who is the main body of the development? Secondly, how to mobilize the enthusiasm of these participants to take part in the development?
