The innovation chain of leading enterprises in the Yangtze River Delta has the preliminary foundation of taking the lead.In order to cultivate the innovation chain of leading enterprises, public policy should focus on the following three main points: first, we should change the policy opinions, and promote the transformation of government positioning from leading innovation to guiding innovation. Second, we have to build cross-border bridges to reduce the systematic difficulty of leading enterprises in building the leading innovation chain. Third, we should break departmental barriers and facilitate leading enterprises to integrate innovative elements of universities and research institutes.
