Thinking of Suzhou's opening-up again, we should first review how Suzhou has gone through the road of opening-up. To sum up, Suzhou's successful experience has two points: one is that the opportunities brought by economic globalization has been seized; the other one is that a development path that is in line with reality has been chosen. It is very necessary and timely for Suzhou to reopen and start afresh in the new era. This is because the environment of opening-up at home and abroad has changed greatly, so Suzhou’s strategy of opening-up must be adjusted accordingly. After entering the new era, the essence of Suzhou's opening-up is to shift its open economy from high-speed growth to high-quality development. It mainly includes the following aspects: first, the driving force of development changes from factor-driven to innovation-driven. Second, the industrial development changes from processing and manufacturing to independent and controllable industrial system. Third, the open field extends from advanced manufacturing industry to modern service industry.Suzhou shoulders the important mission of opening-up, leading and exploring the road for the whole country. Therefore, to open up again, Suzhou should take the following advice: First, it should always take attracting investment as the top priority of Suzhou's opening-up. Second, we need to vigorously promote the innovation-driven strategy and make the real economy bigger and stronger. Third, while continuing to open up based on flows of goods and factors of production, we should accelerate the pace of institutional opening-up and foster a first-class business environment.
