In 2019, the Central Economic Work Conference pointed out that we "must be good at removing institutional barriers to development through reform, activating “dormant” development potential, and enabling all types of market players to work hard on the front lines of scientific and technological innovation and domestic and international market competition". This is important experience for us to achieve hard-won results in our work. This year marks the end of the period of the 13th Five-Year Plan and the completion of the building of a moderately prosperous society in all respects. To do our economic work well, we must give high priority to the important understanding that market entities should be encouraged to work hard in scientific and technological innovation and market competition. This paper holds that we should stimulate the enthusiasm of governments at all levels, of scientific and technological workers, of private entrepreneurs, of laborers, and of leading cadres.
