To build an independent and controllable modern industrial system in Nanjing, it is necessary to further select the target industries that are necessary and have the potential to build on the basis of the existing leading industries, and take the breakthrough of the core sub industries of the target industries as the starting point to lead the development of the target industrial chain and support the higher quality development of Nanjing's economy and society. Through industry matrix analysis, the main industries in Nanjing can be divided into four types.During the period of 14th Five-Year Plan, it is suggested that Nanjing should focus on key industrial areas that are autonomous, controllable, safe and efficient, give full play to the positive incentive effect of institutions on market subjects, carry out three actions, namely, cultivating leading enterprises, upgrading industrial clusters and improving business environment. Nanjing should also strengthen the implementation of institutions and accelerate the construction of an independent and controllable modern industrial system
