The document clearly pointed out that 2020 is the year when the goal of building a moderately prosperous society in all respects will be realized, and the year when the fight against poverty will end in an all-round way. To accomplish the above two goals and tasks, the outstanding weak points of a comprehensive well-off society in the field of "agriculture, rural areas and rural residents" must be made up for.2020 is a year of connecting the preceding and the following. "Connecting the preceding" means to eliminate absolute poverty in an all-round way and successfully achieve the first Centennial goal in 2020. "Connecting the following" means that the No.1 document of this year is also basically establishing an institutional framework and policy system for rural revitalization, with "giving priority to the development of agriculture and rural areas" still being a long-term policy.At the same time, we must also be aware that major changes have taken place in the structure of agriculture and rural areas. The issues of "agriculture, rural areas and rural residents" are facing new challenges such as agricultural industrialization, non-agriculturalization of rural residents' income, and rural aging.
