Currently, the overall fight against the epidemic in Jiangsu Province has entered a new stage of "resuming work and production as soon as possible, and striving to promote healthy economic and social development ". We must scientifically understand and evaluate the current epidemic prevention situation, change some of the prevention and control measures implemented in the early stage which have forced the economy to stop. Instead, we should adopt the strategy of "prevention first, both imported cases and spread within the city should be prevented". Therefore, it is necessary to focus on ensuring market opening and production resumption, as well as restoring people's normal life from four aspects: to ensure market opening and production resumption with protection and financial relief; to assist market opening and production resumption with employment guarantee; and to support market opening and production resumption with proactive fiscal policies which are able to make up for market failures.
