Since mid-February, industrial enterprises above designated size across the country have gradually resumed work, but there still exist problems of "resuming work but not reaching production targets" and sustainability. At the same time, the development of industrial chain and supply chain in the era of globalization requires large, medium, and small enterprises to resume work and production simultaneously. At present, the main difficulties faced by medium and small enterprises lie in three aspects: lack of work, logistics and approval. In order to adapt to the transformation of main contradictions and main aspects of contradictions, all localities should be brave enough to take responsibility and act boldly. We should therefore, do as follows: firstly, stop excessive protection and repeated isolation to ensure that enterprise employees and migrant workers return to work in a timely manner; secondly, do a good job in reviewing the resumption of work and production by classification, and strengthen "post-supervision"; thirdly, enhance inter-provincial and inter-city communication and coordination to ensure that personnel are on duty; fourthly, promote the establishment of special assistance mechanisms for enterprises in response to the epidemic, and implement policies to provide services.
