Zhao Yongliang: Information Transmission and Social Governance in the COVID-19

Since the outbreak of the COVID-19, China has achieved effective control of the epidemic, which fully reflects the institutional advantages of the nationwide system, but in the early phase of the epidemic information disclosure, it has also exposed serious deficiencies in public governance. In the early stages of the epidemic, the lack of information disclosure calls for social media to fill their positions, and the antagonistic attitude of local government towards public opinion leads to a spilt in social sentiment. Therefore, the government should learn to timely release authoritative information, respond to the public concern, fully listen to the public voices, and better promote the disease prevention and control with the participation of the whole society. This article proposes to improve the timeliness of information release from the following three aspects: firstly, to revise and improve the "Law on the Prevention and Control of Infectious Diseases", expanding the functional departments of epidemic information disclosure, and delegating the authority of epidemic information disclosure; secondly, to ensure the autonomy of the news media over the supervision of grassroots departments; thirdly, to make full use of the power of new media to build a public oversight system.
