China's economy has entered a stage of high-quality development, and it is urgent to change the mode of participating in global value chain competition from "sweat economy" to "smart economy", so as to get rid of the long-term "low-locked" dilemma. Based on the existing research results, this article analyzes the background of China's construction of an "self-oriented" inclusive regional value chain relying on the Belt and Road Initiative, and focuses on the strategy of regional value chain construction, the link between regional value chain and global value chain, industrial upgrading mechanisms and other issues. It is found that as a "two-way nesting" and open value chain system, regional value chain can play an active role in accelerating the high-end rise of Chinese industries, driving a larger scale of coordinated development, and promoting the formulation of fair trade rules. During this process, as a linker of diversified value chains, China should actively cultivate the advantages of global competitiveness and resource integration, play a key role of " a connecting link between the preceding and the following", and promote the upgrading of China's industries with driving the development of a wider range of countries or regions as well as orderly guiding the integration of multiple markets.
